Accessing the Higher Accommodation Supplement for Newly Built and Significantly Refurbished Residential Care Services

From 1 July 2014, the Government will pay a higher accommodation supplement on behalf of residents who qualify for government assistance with their accommodation costs in residential aged care facilities that are new or have been significantly refurbished since 20 April 2012.

Newly Built Services

Services in newly built facilities completed on or after 20 April 2012 do not need to apply. Newly built facilities will automatically qualify for the higher accommodation supplement.  The Department of Social Services (the Department) will identify eligible services using information obtained through existing processes and notify these services of their eligibility.

The higher accommodation supplement will be payable to services in newly built facilities from the later of either 1 July 2014 or the date on which the new facility was completed.

A ‘newly built residential service’ is defined under section 75B of the Aged Care (Subsidy, Fees and Payments) Determination 2014.

Significantly Refurbished Services

Services with significantly refurbished facilities or those proposing to refurbish can apply for the higher accommodation supplement through either the standard approval or pre-approval pathway respectively.

Standard Approval

Services with refurbishments completed on or after 20 April 2012 may apply for a determination from the Secretary of the Department that their service is significantly refurbished.

For eligible applications relating to completed refurbishments:

  • if the refurbishment was completed before 1 July 2014 and the application for the determination was received on or before 31 July 2014, the higher accommodation supplement will be paid from 1 July 2014; or
  • in any other case, the higher accommodation supplement will be paid from the day the application was received.

Pre-approval

To assist with planning the scale and type of refurbishment project to meet significant refurbishment requirements, services with proposed refurbishments may wish to apply for pre-approval prior to commencing the refurbishment. Please note that pre-approval is not compulsory.  The higher accommodation supplement will not be payable until the service confirms the completed significant refurbishment.
